According to the United States Census Bureau, the city has a total area of 21.8 km (8.4 mi). 21.6 km (8.3 mi) of it is land and 0.3 km (0.1 mi) of it (1.19%) is water.

As of the censusGR2 of 2000, there were 16,676 people, 6,597 households, and 4,406 families residing in the city. The population density was 772.9/km (2,002.4/mi). There were 6,865 housing units at an average density of 318.2/km (824.3/mi). The racial makeup of the city was 96.08% White, 1.81% African American, 0.08% Native American, 0.71% Asian, 0.02% Pacific Islander, 0.42% from other races, and 0.87% from two or more races. Hispanic or Latino of any race were 1.52% of the population.

There were 6,597 households out of which 34.3% had children under the age of 18 living with them, 51.8% were married couples living together, 11.1% had a female householder with no husband present, and 33.2% were non-families. 28.0% of all households were made up of individuals and 9.3% had someone living alone who was 65 years of age or older. The average household size was 2.50 and the average family size was 3.09.
